पहले दीवार साफ़ करो, फिर पेंट करो.

Clean the wall first, then paint it.

पेंट करना is for walls, doors and signs; a picture is painted with चित्र बनाना or पेंटिंग बनाना.
रंगना is the older word, still heard in रंगाई-पुताई, the yearly whitewash before Diwali.
